Relative speed of car?

automobile is moving down the road with the speedometer registering 60 miles per hour....That means that, relative to the road, the car will travel 60 miles in one hour....Using that information, determine the rate of speed, relative to the road, of three points on the wheel and tire of the car; the center, or axle, of the wheel (Point A), very top of the tire (Point B), and the very bottom of the tire (Point C).
